[BUG] Shouting

When shouting, is it then normal that i only can shout once every 60sec?
After shouting once tdo it say something like.
Shouting is avaiable 5 times in 60sec.
Is this some kind of bug?

This is Normal In Too Server Need Wait To Speak.

I know it is normal that you have to wait before shouting again.
But usual you can shout 5 times. Not just 1, before waiting..

I can shout 1 time. > then i have to wait 1min. > then i can shout 1 time. >wait 1 min etc.
